AI agent availability by country: 32 markets
Personal agents reach the world in stages, and the map of who may buy what now matters almost as much as the price list.
Each maker decides country by country where its agent is sold, and often which plan carries it. Claude is the broadest of the managed agents, missing only where Anthropic does not operate, Russia and mainland China among them. Dots reaches ChatGPT Pro in most markets but only Business Premium seats across Switzerland, the UK and the EEA. Gemini Spark comes with the cheaper Pro plan only in the US and is absent from Europe altogether, and Muse is confined to Canada and the US. OpenClaw, which you host yourself, works wherever you can run it.

Why is Dots not included in ChatGPT Pro in the UK and EU?
OpenAI has given no reason for leaving Switzerland, the UK and the EEA out of Pro. Regulators looking harder at agents that handle personal data may play a part, but that is our inference, not OpenAI's explanation. Business Premium seats do include a Dot across the EU and UK.
Is any AI agent available in Russia or China?
None of Claude, Dots, Gemini Spark or Muse is officially sold in mainland China or Russia. The workable option is OpenClaw on a server you control, reached through Telegram or a similar chat app and paired with a local model or a model provider you are allowed to use.
Is Gemini Spark available in Europe?
No. Google leaves Switzerland, the UK and every EEA country out on all plans, Ultra included, and Nigeria as well. It has not announced when that might change.
Can I use a VPN to get an AI agent that is not sold in my country?
You can try, but registering via a VPN or with a foreign account breaks the provider's terms, and the account can be closed along with everything the agent remembers. Cards issued in one country also tend to fail at another country's checkout. Where no official plan exists, running OpenClaw on your own machine, paired with a model you may lawfully use, is the clean alternative.
